I picked up the Riot Gun on deck 4 in System Shock 1 just to mess around with, and discovered that, for at least the first magazine of rounds, it did fantastic damage. After that, I could only load rubber slugs into it which of course means its useless. Was this in the original game or did Night Dive add this?

I think it's supposed to be like that, according the included SS Hint Book the Riot gun uses only "20 rubber slugs" and checking all the enemy weakness I can confirm it's totally useless on all enemy types.
Even Security Cameras take 5 slugs if my memory serves well :P
Remember it being a rather useless weapon.

Actually it kinda adds to the immersion; all these things lying around in the station, some of which are actually useless, but you can still play around with them.
Also maybe you scored a critical hit on a organic enemy which could have make you feel it was an awesome gun when in reality you got incredibly lucky shots using it :P
As previous post said i think is there to add to the immersion!
