No, because Creative Labs didn't upload this file to the OpenAL webpage, it was only bundled with one Creative soundcard driver. The file hosted by the guy above is digitally signed by Creative Labs though so its safe to use.
If anyone here is stuck with just generic software or another device that you don't really like, then you can use OpenAL Soft instead. It's free. They provide win32/64 binaries. It's a lot better than generic software imo.

Just unzip the download and open up the win32 folder inside. Copy the soft_oal.dll to your windows\system32 (64bit os Windows\SysWOW64) directory. Then add "snd_oal_device OpenAL Soft" under your sound options in the cam_ext.cfg file and it should use it. Then check your log to make sure.

edit: I recently downloaded the W8 version driver for my X-Fi Xtreme Music and must have gotten this update as part of that package. The new Open AL installer indicated that it was already installed.

Pretty stupid of them not to update the website... thus, you see games deploying older versions of OpenAL.
Actually this is just a runtime library. Games themself often don't use this file. If you find it in the game's folder it will override the system one. Otherwise the game will just use the system one.
What are the benefits of using newer OpenAL?

I'll testify right here that using that OpenAL driver definitely makes a difference. If you want to hear it, just install it and do a speaker test. I am somewhat hard of hearing myself and I could hear the difference in sound quality when I installed that driver. Also, the link provided by Elenarie is 100% safe, in case anyone was worried as I installed this in my personal PC and am in the middle of souping up SS2 as we speak :D.
Then maybe GOG staff could update SS2 installer with this newest OpenAL? Makes sense.

They should do that, ye, since the new installer has bugs that need to be fixed anyways.
