I tried the "Change ammo type" button which is B for me, but all that does is open use mode and the PSI power MFD. I know it's possible to cycle individual powers in a single tier because Psychedelic Eyeball did that in his LP.

Unfortunately, I do not know what key it is.

F1 through F5 cycle all powers in that tier.
Moreover, the combination Shift+F-key can be used as hotkeys for skills. To assign hotkeys within the game, place the mouse pointer over the psi power you want to assign, hold down Shift and press the appropriate F-key.
