Just picked up SWAT 4, and for the most part it runs fine, but every once in a while (probably around 4-5 times per mission), the framerate tanks to low single digits for about 5 seconds or so. It doesn't seem related to anything going on in the game. It's not a huge deal, but every now and then it happens when you're under fire and gets you killed. Is anyone else encountering this issue? I have a pretty modern system, gtx970 and a core i7, so it seems weird to be having performance issues with this game.

I'm also experiencing this with a GTX 1060, i7-6700, and 16 GB ram. I think it occurs when the game tries to load a new sound like a gunshot or dialogue. I also don't seem to have this problem on my old windows 7 computer so maybe it is a windows 10 issue.
I have this same issue on x2 980 ti's, 6700k, 16gb ram. Not sure what the cause is.
Okay, ultra-unscientific update: it seems like the issue occurs most often when my AI teammates are clustered together following me through narrow areas, in particular staircases. I was able to duplicate the issue on the red library mission having my team follow me up the eastern staircase. The second or third time I got it I just stopped on the stairs and the game stayed choppy while my teammates spazzed out walking in place and waving their guns around everywhere, and didn't clear up until i started walking again. Maybe its a pathing logic issue or something?

I also read elsewhere that intermittent stutters can be caused in the game by vysnc (which for the base game would have to be forced via the control panel since i don't believe it supports it natively?). I have a gsync monitor, I went ahead and disabled the gsync feature for the game in the control panel, I'd be surprised if that did anything though since I'm pretty sure that's not how gsync works... That's all I've got.
This might be obvious, but have you tried combinations of running the game with/without administrator privileges and XP (service pack-2) compatibility?

Failing that....
I don't know if this will help and have rarely encountered this problem so I'm unable to test this properly, but anyway...

Below are a couple of extracts from a text file I found inside the Swat 4 Remake mod. It's entitled "Unreal help". It relates to the game, 'Killing Floor'. I suppose it's there because both it and Swat 4 use Unreal Engine 2. It describes how to tweak the game's configuration file.

"Improve general performance:
If you have loads of RAM, increase this value (from default 32) to some higher value. It can be set as high as 512, but you need loads of memory to do that. If you set a high value and you get an error when you run Killing Floor, try decreasing it. In my case, i have 6GB of RAM and i can easily use 512MB.

[Engine.GameEngine]
CacheSizeMegs=32

Below are examples:

256 Megabytes of RAM or less
CacheSizeMegs=32

512 Megabytes of RAM
CacheSizeMegs=64

768 Megabytes of RAM
CacheSizeMegs=128

1 Gigabyte of RAM
CacheSizeMegs=256

2 Gigabyte of RAM or more
CacheSizeMegs=512

Improve movement smoothness:
Sometimes moving around (running) is spoiled by annoying stuttering where character feels like it's lagging in microsecond delays. This can be fixed by setting these values...

[D3D9Drv.D3D9RenderDevice]
ReduceMouseLag=True
UseTripleBuffering=True
CheckForOverflow=True
AvoidHitches=True

You have to first select D3D9 renderer inside the game in order for this to work. "AvoidHitches" entry has to be added manually as it's not listed there. I've had this problem even though my hardware is superb. But after setting this, any kind of movement is super smooth now." [Unquote]
- It might be worth a try, but please don't blame me if it places a breaching charge and blows your PCs up :P

Assuming this is the problem you are speaking of:
(you wrote this only happends for "around 5 seconds or so" which is rather odd)

This happens constantly on certain maps (DNA Research Center is the worst of all).
As far as I know, you cannot avoid this, as it's problably being caused by memory leaks or something.

There is a solution once it happened though: typing "flush" into the console of the game.
The game will freeze depending on how good your pc is (longer on good ones) and then will run smoothly again, as if you just started the map.

Source: SWAT 4 "Veteran", (almost) everybody in the SWAT 4 COOP community knows about this, some even made chat "Flushing..." keybinds, so we know if they go AFK for around 5-10 seconds.

Cool, thanks. That's what i started to suspect after a while, just an engine thing. I just beat the base game and yeah, the DNA research level was pretty bad about this. It kind of sucks there's no way to fix it, but it's a fairly minor thing and doesn't do much to detract from an otherwise amazing game.

I was having the same problem and I found the solution. Its to restrict FPS. I did to reduce CPU heat, and was surprised it solved the stuttering in SWAT 4. Limiting to 31 FPS worked for me. I think the game is not designed to work at FPS much higher than 30, which was the norm in early 2000s.
