New guide:
Step 1:
Foward the ports 10480 - 10483
Step 2:
Get your public IP from one of the many websites that offer that service. Your friends will need that.
Step 3:
Start the server in game as a LAN server, even if you want to play over the internet. Watch out that you allow the Windows firewall exception, if you are prompted.
Your friends now simply can click direct connect and enter your public IP and should be able to join you. If you are the host, you should be connected via cable and not the wifi.
Outdated old guide
Step 1:
Enter the configuration of your router and forward the ports 10480-10487 UDP and TCP.
Step 2:
Open up the game and enter the "Host Game" option from the main menu. You will use this menu to configure your dedicated server. Select the game mode you want to play, the maps etc. Be sure to select "Internet" from the box, not "LAN". If you are done, Quit the game (yes, back to Windows) instead of clicking on launch.
Step 3:
Get the Engine.dll fix from here and replace the original Engine.dll. You have to scroll down a bit to the post of BaDTimE-S4 and you need to select the file from the Masterserver Patch + Public Server Patch section.
This will enable you (and your friends) to browse online games yourself and join your server.
Step 4:
Launch the Swat4DedicatedServer.exe in the SWAT 4\Content\System folder. It will use the settings you have made in Step 2.
Step 5:
Start the game, set the filter to "Internet". Your server should be in the server list now. If your friends don't want to use the fix, they can connect via Direct IP. The IP of your server is listed too, so you can pass it to your friends.
