According to the Store page the Game Features are "Single Player" and "Overlay". This is where "Achievements" is usually mentioned. About halfway down the right hand side between Game Details and System Requirements.

So I don't think so.

There are no Galaxy achievements for Sunless Sea, but
1) Steam achievements are shockingly boring
2) every interesting unlockable exists in the game and persists between captains. If you want each run to mean something, it's all in the game.
