The characters have basic outlines without much detail and have very few different shades of colors imo. I was hoping the graphics would be something that seems between arcade pixel art styled graphics and 3d models like in the game The King Of Fighters XIII, the sprites are so well detailed it almost looks like a 3d model.

Art is subjective. Personally I think they have done an excellent job. If you don't like it then ¯\_(ツ)_/¯.... Maybe you'll enjoy the game despite your ditaste for the art?

Not much else to do! They aint gonna change it.
I had some reservations about it too when I saw the original trailers but they way they've done it it works for me.

I didn't want them to look too detailed/realistic - That just wouldn't be Streets of Rage - So this flat cartoon-style they've gone with that kinda matches the way they were portrayed in cutscenes works better I think.
Personally, I think it looks awesome, but like ror.mcleish said, this is an extremely subjective matter. I honestly think they did an amazing job at revitalizing a 90s franchise, making it appealing to both existing fans and the new generation of gamers. My girlfriend is 25, she had never played (or even seen) a Streets of Rage game, and she immediately fell in love with the art style, the animations, the attention to detail and just how colorful the game is. Me, having grown up mostly as a Nintendo kid, I only got to enjoy the Streets of Rage games whenever I visited my cousins or went to friends' houses and they owned a Mega Drive (which was pretty much every other kid), but I feel they kept it pretty close to what I remember -- come on, those were 16bit games, they looked very cartoony, anyway.

If you dislike the art direction, that's your prerogative, the studio is not going to change it, so... yeah. Sorry, I guess...? Despite all of that, the game IS a very solid brawler, so there might be something in it for you and others who dislike the art. Seriously, it's an extremely well-made game, technically sound, fluid, just... fun to play.
Flash animation is very different from what Lizardcube has done with this game. Everything is hand drawn, frame by frame in Streets. Flash animation utilizes keyframes and a process called tweening wherein the engine fills in the space between the keyframes so that is has that super smooth motion. There's considerably more artistry in this game than you get with something done in flash.
I like the style a lot! Just look at the deep tech review from Digital Foundry, how they managed to draw the characters, how they added light sources and animations:

In my opinion not really a "flash style game".
Why is 'like a Flash game' considered a bad thing anyway?

Flash, to this day, is one of the best vector animation softwares I've ever used and lots of people have made great stuff with it that we're going to lose when the plug finally gets pulled on it :(

I'm not even sure what the alternative to it is for e.g. HTML5 or whatever alternative vector animaion standards there are...
