If you are getting crash on startup, specifically this error (see enclosed photo) try turning off ransomware from your anti-virus. I had this issue and turning off ransomware worked for me.

I do not recommend turning off Ransomware Protection. Try the tip below, instead,

In Windows 10 go to Virus & Threat Protection. Then navigate to "Ransomware Protection" and click on "Manage Ransomware protection." Click on "Allow an app through Controlled folder access" and then "Allow an allowed app." and then access "Recently Blocked apps," Now allow Streets of Rage 4. If it does not appear just navigate to the game's shortcut in its root folder and allow it.
