The config tool seems to change resolution just fine, but every time I launch the game for like 5 seconds, all volume settings from the ini file except for SpeechVolume and MovieVolume shoot back to 100. Anyone know a workaround?

Seems Windows 10 and certain setups have issues with auto-volume.
Ill do some more research but get me your specs soonest.

On investigation - Windows 10 and some realtek cards detect the radio voice as incoming telephone calls. I have no idea why Windows 10 would enable this by default, but this should solve the issue:

As it turns out, another possible culprit that might end up lowering your audio volume is a Windows feature that is designed to automatically adjust the volume when you are using the PC to place or receive telephone calls. While this feature is great when it functions correctly, we saw a lot of user reports where Windows is wrongly interpreting incoming or outgoing communications and lowering the volume when it’s not necessary.

If this scenario is applicable to your current situation, you’ll be able to resolve the issue by going to the Communications tab of the Sound menu and modify the default behavior to ‘Do Nothing‘ when a new communication is detected.

SOLUTION 1:

Press Windows key + R to open up a Run dialog box. Then, type “mmsys.cpl” and press Enter to open up the Sound screen.
Inside the Sound window, go to the Communications tab and set the Do nothing toggle under ‘When Windows detects communications activity’.
Hit Apply to save the changes, then restart your computer to see if the issue has been resolved.

SOLTION 2:

Right-click the speaker icon on your taskbar
Select Open your playback device (the one that is actually playing)
Click Properties and go to Enhancements
Uncheck Loudness Equalization

Corsair Vengeance LPX DDR4 (2x8GB) 3000MHz CL16
Samsung 970 EVO NVMe SSD 250GB (for OS)
SEAGATE Barracuda 7200 2TB HD SATA (game installation)
ASUS GTX 770 DirectCU II OC

I'm looking at your guesses, however, my actual *computer* sound settings remain untouched, my headphones stay at same 14%. It's the specific settings in the game's config.ini that get immediately rewritten and saved like 5 seconds after game is launched. Specifically GlobalVolume. I can hear it the moment it switches to 100 as I'm hovering over the main menu options and they make sounds

Edit: Also, Loudness Equalization was already unchecked, and my mic is physically shut down about 99% of the time when I use them (HyperX Cloud Stinger headset, mic shuts down with a 'click' when folded up)

Tried it as suggested, both Service pack 2 & 3 versions. No luck, the game keeps rewriting the config's sound options during main menu

If you just run stasis.exe directly from the folder and bypass the config tool, does it work?

No, running the game's executable straight from install folder didn't work. Even turned off GOG Galaxy to be sure it wasn't some weird overlay shenanigans.

Also, just for sake of testing, even went as far as to re-download the full game (after deleting all local files) in case the issue was something the file verifier couldn't catch but should have. Did not help.

Also, further details on the issue, how it operates:

* The volume changing took longer to take effect when I stayed at the language selection screen of a brand new install. It was only after reaching main menu once again that sound cranked up all bugged.
* I tried opening the config.ini while the game was simultaneously running. Altho the sound got louder in main menu again, that did not *save* into the actual settings file until I exited the game. So the .ini "said" the volume was still at ~15 or whatever despite suddenly getting louder in-game, right up until I closed the game, then it had saved as 100.
