Whenever I select a ship there is a translucent bar that shows ships at that location and gives me a button to press to command the ship to move, then I have to select the system on the map, but that translucent bar across the bottom won't let me select anything under it, so I can only move to system further up on the screen.

It wouldn't be a big deal if I could move the whole map up on my screen but the game won't let me do that in any useful way. I can drag the map up, but its snaps right back to its previous location.
