I just can't wrap my head around them. My vehicle always seems to rubberband back to a specific height. The only way to ever hit the probe droids is to dive and risk hitting the ground.

Slowing down (to gain more time to shoot) is a pain as well. When I decelerate (why is that mapped to 'A', by the way?), my speeder moves back and I can't see what's in front of me! Alternatively, I can go to first-person mode, and then one third of the screen is blocked by my cockpit.

Am I missing something or is this simply a terrible port?

What are you using to play?
I never had problems with the first level even when playing the GOG release one year or so ago.
The port itself is usually superior to the n64 version (there is only a glitch in some on foot levels which makes some surfaces slippery, but in my experience is not that bad and it's probably more due to original developers not accountig for faster 3D cards than first generation voodoo graphics).
Just mouse and keyboard.

Check if there is anything plugged in that might interfere or if in the options if there is some controller or another activated regardless if something is plugged in.
I'd suggest flying with the keyboard rather than the mouse however, I don't remember mouse controls being particularly good outside the two rail shooter stages.

You need to hold A and D together to slow down
