what's the attraction to this game, I played through it a few years ago close to the point where you are supposed to become a jedi

but by then I was already level 12 or something, which would leave less than half the levels left to be a jedi.

what gives? do you play most of the game as a level 20?

also most of the games moral choices are whether or not to be a Nazi.

am I missing something? should I give this one another go?

You lose.
No, that's literally what it is, you're running along the linear quest line and there's this guy preaching let's burn down the alien ghetto.

That's one minor character who has literally nothing to do with the overall plot and story. He's just there to annoy you (or not, if you lean towards the "burn 'em all" philosophy)

The decisions in this game do basically boil down to "be a jerk, or don't be a jerk, your choice", but that is what passed for a moral decision dilemma in RPG games back in 2003. Its a formula that BioWare did refine somewhat in later games like Mass Effect. Obsidian actually did a better job with the KotOR sequel, some of the decisions weren't quite so black and white, they had shades of grey.

As for your level, well, I hate to say it, but you screwed up. While you can level up to pretty much the max before you become a Jedi, you aren't supposed to. You can actually level up to around 2 or 3, then just stop leveling until you become a Jedi. You continue to accrue experience, you just don't "spend" that experience until you have Jedi powers to spend it on. Since enemies level with you, the difficulty never even goes out of whack. Eventually you will easily hit the level cap (20 was way too low) and will probably spend at least the last third of the game maxed out, but because of the leveling you already did, you ended up a level 12 soldier (or whatever class you chose) who is also a level 8 Jedi, not much more than a Padawan. Had you reserved some of that leveling, you could be a basic soldier who is also a freakin' Jedi master.

As for the attraction, its Star Wars. Everybody loves Star Wars. Better, its Star Wars completely unencumbered by the lore of the movies. And you get to be a bad ass Jedi (or Sith, whatever floats your boat). Nothing like it had ever existed in gaming before and unless certain attitudes at Disney and EA change, is unlikely to ever exist again.

What do you mean?

Edit:
I ask because it looks very likely that Disney will grow this franchise beyond the dreams of avarice of George Lucas.

They have declined to confirm games such as this (and the first one) are to be "canon" going forward, it's true, but I would interpret this in a positive way; i.e., that they are going to re-use the stories and re-release them.

What do you mean by "this game?" Do you mean KOTOR 1? If so, then you are right, it isn't great. No, you are not missing anything. The attraction to it is any Star Wars-branded product will sell millions of copies for no good reason simply because of the brand. And the same principle also applies to Bioware-branded products even though their games (including this KOTOR 1 game) are not that great either. It's combination of nostaligia and seeing bad to mediocre products through rose-colored glasses.
