ive been having this problem for awhile in KOTOR2 since the XBOX days that just wasnt there in KOTOR1 which is with the combat. It goes a little something like this

ENEMY SPOTTED: Game Paused -> Switch to each party member and queue up their actions, Unpause -> Party members ignore first set of actions and run off to do something else, usually autoattack an enemy of *their* choosing before executing their queue -> Pause to re-issue commands and queue up actions, while switching I notice some or all of party members now have a blank action queue even though I just issued commands

It's infuriating. The system is not supposed to work this way, and in KOTOR1 when it does sometimes happen i can clear their queue completely including the "invisible" autoattack the AI queued up itself (i know this works when the selected party member "turns" or changes face) but it seems to happen all the damn time in KOTOR2 making the first round of combat an exercise in patience as the party runs off to attack entirely different enemies than what i ordered

Very interesting. I've never run across this problem, but I haven't used the pause function in years.
I play the game without pausing and fight in real-time, which is a nice added challenge and makes the combat mechanics much more enjoyable for me. The game is very easy in terms of combat difficulty, so maybe you could try that and see if it's fun for you?

Otherwise I'd guess that is just the way it's done in KotOR II, since you've encountered the problem on different platforms and I haven't seen this complaint before, though that doesn't say that much.
Maybe you could try deactivating the auto-pause at the start of a battle and pause manually yourself, see how, if at all, that changes things?

You aren't. It sticks in my craw, too.
I usually toggle between characters —repeatedly— clearing the action queue (back to zero, so that their "default" erroneous action is eliminated). I say "repeatedly" because (AFAIR) there is no guarantee that this process will solve the glitch.
Blame Obsidian; when updating the Bioware engine, their eyes were too big for their mouths (videlicit, biting off more than they could chew). Or blame pre-Disney LucasArts for a punishing release schedule (tied-in to the contemporaneous movie release regime), or blame the "group responsibility equals no responsibility" political games.
I'm not aware of any fixes for this.

The characters can be given automatic battle parameters; in the first game this was called a 'script' (as it is in a lot of other games that have a group of protagonists, e.g., the Baldur's Gate series). In this game, it's called a a behavior stance (identified in the manual by the picture on p.7 —Game Screen in the index, designated the first note on the page, but not explained— & p.11 —the Character Info mentions it along with alignment & facial expression— with no explication, which is actually not specified in the index but located on pp.22–3 under the heading Behaviors).

As with all of the game's improvements, the options for a character have been expanded. The stance can be set to "defensive" (stay within 5m), "stationary" or "ranged" for non-Jedi, as well as a class-specific "Jedi support" option, for any character you don't want running off to fight distant groups of foes (which happens all the time if the character is set to the default "aggressive", and is particularly annoying when the party lands on Telos, for example, and multiple groups of antagonists can attract the AI's attention when battle commences, particularly near the abandoned base).

You can adjust this script any time as often as desired, adhibendus quantum vis. Just click on the icon to scroll through all the options (as it appears on page seven of the manual).
