Tried this? https://www.gog.com/forum/star_trek_starfleet_command/potential_win_10_fix

Also, tried running Starfleet.exe instead of SFC.exe?

btw im running it on windows 10
i'm on my asus transformer it's running windows 10 home 64 creators update. I had the same issue .
on a diffrent forum it recommended installing the cccp codec pack and the bink video program. Installed both of these and it work straight away!!

Same sad issue here, and nothing work, the only thing async changed is that i have no mouse cursor after, but the loading screen is always endless !
