On the opening selection menu of SC1 selector keeps rapidly scrolling through the options like a key is jammed but have checked my keyboard and loaded up other games and have not had the same problem.

Attempted to edit the configure file and turn the joystick off 'auto' to '4xaxis' in case it was my gamepad doing it but still no luck.

Anyone experience the same thing and was anyone able to fix it?

There is also an executable specifically for setting up keyboard but diddling in their didn't seem to help either.
BTW - SC2 runs fine.

I had the same problem. I fixed it by unplugging my gamepad.

That's stinky, I was kind of hoping to use it.

Although, is the first Star Control basically a prehistoric version of Sword of the Stars?

Because if it is, I have the new fandangled version so there's probably no use in messing with it anyway.
I have same problem with gamepad too. When I unplugged, it's not happen, just like Physhal say.
BTW I use Xbox360 gamepad for windows on XP x64.

Mine's a Logitech so it probably happen with any game pad in general.

I believe I had the same problem. The simple solution is to open the dosboxSC1.conf file in Notepad and change the Timed=True to Timed=False under the Josystick heading.
This is a really common problem. BalanceofPower's solution is good, I just disconnected my gamepad though. SC2 is best played keyboard only IMO.
