Just installed on Win 10. Brought up the game, and the front menu has PRACTICE, MELEE, FULL GAME, SET PLAYERS, and QUIT. The cursor constantly scrolls thru these choices and never stops or slows. Found advice on this topic in a post from 2012, but that had to do with editing config file for joystick, and does not apply here.

And speaking of editing config file, I have my old MT-32 hooked up to my machine, but I seem to have lost my old cheat sheet for editing the config file so that the musioc comes from the MT-32. I've long ago forgotten what to do, so would appreciate a reminder. And Yes, SC was one of the games that had a soundtrack for the MT-32.

I can't help with the sound, and possibly not with the menu, but ... do you have any sort of game controller plugged in? Gamepad/joystick? That can give that menu behaviour, and unplugging would fix it in that case.

Thanks for the reply. No, I don't have any sort of game controller plugged in, BUT GOG Support sent the following to me
and what did the trick was the config file editing.

[i]1) Please make sure that you use "Run as Administrator" to install and to start the game (right-click on the shortcut or setup file and select "Run as Administrator").

2) Please reinstall the game AND add it to your anti-virus/firewall software's exception/trusted list. Simply disabling firewall or AV software could not be enough, since some of these software are running still in background or in services list. If you are using Galaxy, then please add Galaxy as well.

3) Please go to the game installation folder (default: C:\GOG Games\game-title\), find and run Dosbox Configurator/Graphics Settings. In configuration tool please select:

Graphics Mode: OpenGL
Fullscreen: Unchecked

Go to Advanced Options.
Windowed Mode: Select 1280x720 or resolution closer to your display resolution.

Press Save and close. Now try to run the game from desktop shortcu[/i]t.
