Multiplayer was probably implemented through steamworks, the steam multiplayer api provided to developers. Gog does offer their own version, but seeing as how this game is valued mainly for its story, the probably just chucked it. For reference, thought it might not mean much, I owned the steam version and had the opportunity to play its multiplayer. Trust me, you aren't missing out.
Although I haven't played the Multiplayer for myself (Definitely gave the Single-Player on my Steam copy a good amount of time), it wasn't hard to see from Lucas Raycevick's 'Spec Ops: The Line... 5 Years Later" (One of the few times it's Multiplayer is even mentioned, let-alone explored) that it was terribly put-together & largely a complete after-thought (As far as I hear, Yager didn't even want one, but it was one of 2K Games' boxes to tick, thus was outsourced to Darkside Game Studios). While I do hear the post-launch 2-player co-op fared much better, there was not a lot of it to offer. It's likely why nobody deemed it worth getting it to work without Steamworks.

Speaking personally, I can safely say that the Single Player is what makes the price of admission worth it, and the Multiplayer safe to neglect.

What? What? Steam version really have working multiplayer? I even don't know that. I thought that multiplayer was turned off long time ago!

A lot of games these days don't sadly, especially if they just use Steamworks.

Even Dawn of War II [Steam-version] got its LAN pulled too.

I really wish more games would treat their Skirmish Modes (multiplayer stuff) also as single-player off content too, so you could play against bots offline too - you know, like the old Q3A and UT days.

STEAM doesn't even have Spec Ops: the Line anymore. So at least GOG has a version of it still.

It's getting delisted from all platforms. They just haven't reached GOG yet (probably at the end of the sale).
This game has LAN support.
Download this file and unzip it in the Spec Ops folder and overwrite the SRGame.upk (the "SRGame(O).upk" file is just a backup of the original file.

After that, when you run the game, you will be able to access the multiplayer and cooperative menus and selct the LAN match.
