Since max city level is 9, there seems to be no purpose to having Wheat Farms connected to a level 9 city.

Is there any way to change which city is connected to what resource?

This would also help for Onyx Throne and Archivist.

If there seems to be no way, is there a reliable way to determine which city will get what resource?
