BlaneckW: For Christ sake, you can change your tile set by over-writing the one used in the game.
Or you can open up the SCURK app (by clicking on SimCity 2000, then the more button, then "Urban Renewal Kit" in GOG galaxy), select "Pick and Copy", go into the SCURKART folder, pick the tileset you want click "SimCity 2000" in the menu that appears, Go to the Object Group menu, Select "all objects", then go to the File Menu and select "Copy to SimCity 2000.
This is why the Windows version is so much better than the DOS version.

I will have to find and install my old boxed DOS copy to confirm this but according to the manual
when SCURK is installed it does make changes to SC2k that allows the tilesets to be loaded.
I just installed my Windows version and the option to load the tileset is right there.
I did notice that in the GOG version that there is no shortcut for SCURK but the ,conf file is so just
needed to edit a new shortcut and there it was.
SCURK is better integrated into the Windows version of the game. This is just another example of why Windows version is better than the DOS version. With the DOS version you have to work in SCURK instead of directly from the game.
