Does anyone know the exact requirements to beat this scenario? From what I've searched everyone simply states that it's to reach 44,000 industrial population but I've done this multiple times now and they game doesn't recognise it. If the pollution needs to be reduced, to what value? or is there some other requirement that isn't mentioned?

Managed to complete it. I think there might be a hidden requirement to have $20,000 on top of the 44k industrial population. My pollution level was 19 on the graph which isn't that different from earlier attempts. If anyone knows for sure let me know anyway.
