So my city has gotten big enough where my city's industry is demanding a seaport. There is a big river that runs though my map and I tried building a seaport next to the water, but all that gets built there is a bunch of warehouses. I also made sure that industrial buildings were near it (since I noticed that my airport wouldn't build if there wasn't any commerce near it).
So my question is: How do I make seaports work exactly?

Also, I've heard things about military bases and arcologies. When do I get the ability to place those?

Seaports work like any other zone- you build it and hope that buildings get constructed in it. That's about it. It's also pretty typical for it to first just fill up with warehouses, then become a bit more diverse and seaport-looking as time goes by. Just make sure it's right up against the water and there's space for docks to get built out into the water.

For a military base, you'll get offered to have one built in your city once the population hits 60,000. If you accept then the base will be placed automatically- basically an area will be zoned as a military base and will grow just like any other zone, you just have no control over where the zone is placed or what size it is.

There are two requirements to be able to build archologies. First, archologies must have been invented. And second, your city must have a population of 120,000. Then you can place archologies wherever you please, provided you can afford the hefty price tag.
