Question about placement of Stations
In the City I'm building, I have a commercial section that has had a Crime problem. I put a second Police station in the area and it's performance reads Oppressive. The nearby Commercial area has gone from Medium to Low Crime.

How do I get rid of crime w/o becoming a police state?

I'm not 100% sure about this, but I think if police are active at all in an area with a serious crime problem like high density commercial zones, then it's likely that their performance will be oppressive as they arresting truckloads of people in an attempt to keep the crime under control. So once the crime problem is dealt with then the oppressive-ness should automatically go away. You can try building yet another police station, increase police funding to the maximum and/or enacting ordinances that reduce crime.

I've found that a certain amount of police oppression cannot be avoided if you want to expunge crime entirely. I played around with police funding on a large city (almost 800k residents). At maximum funding I had petitioners complaining non-stop about police oppression. When I reduced it down to default funding levels crime exploded across the city and I immediately needed to build two extra prisons to handle all the extra arrests. Then I tried setting the slider in between default and max and got a happy medium; some crime and some oppression.

Perhaps it's a bit more forgiving for lower density areas, but for a high-density city with skyscrapers it seems to be a balancing act with no right answer. You will always have some crime and some oppression, and you will never be able to expunge both at the same time.

I think you hit it on the head. Either a little bit of crime or over Policed. Take your pick.
This is a game where it is impossible to please everyone. In this case you will have to decide which extreme you would rather put up with.
