cant seam to start it at all, when i press play nothing happens, nothing boots up not even in the procesor tab and i dont know what to do

speaking of dis problem i have dis problem on allmoste all old games i have, it dosent matter as long as its not from the 2010 or newer it wont start exept for a veeery few games like 1 or 2 out of 20

You need DirectX 9.0c. And no, it doesn't come with Windows. https://www.gamefront.com/support/knowledgebase/installing-directx-9-0c

it did not work, i followed the instructions and still dose not work, have tryed other things to like adding certern comand on the shortcut but dident work ether

Try to open the game in Windowed mode; Go to the menu button [More ˅] --> [Other] --> [SimCity 4 (Windowed Mode)]
