I am not sure this patch/file works with the Steam version of the game. It seems to work with the GOG version at least it works for me.
The file does not exists anymore. Does someone knows another location for this file ?

I got my copy from here:
http://www.strategycore.co.uk/forums/topic/9242-unsupported-videocard-new-fix/
and it's still active.

But keep in mind that for me it caused this problem:
http://www.gog.com/forum/silent_storm/gameexe_stops_working/post8
which I successfully resolved by deleting the file.

Good luck.

edit: In case you're wondering.... at the time I got that file I compared it to the one mentioned in the refraction thread and I'm fairly sure they are the same.

Thank you Kank, actually I have the game.exe crash issue and thought the shadow/refraction fix (addind dll file) was solving both problems. It's seems that's the other way around. I will check and come back here to update.

edit : tutorial+first mission with d3d9.dll : no more game.exe crash... perhaps i am just lucky.

I didn't know you were getting the crash so early in the game. I didn't get it until I got to the first large map with a lot of fighting (some kind of supply depot). I couldn't get through it without deleting that file. Your issue might be different.
This fix should no longer be needed in new 2.0 installer. The issue has been (hopefully) fixed.

No, still doesn't work. No shadows, no antialiasing.

Download page reports installer as 1.0.0, the filename of the installer indicates the version as 1.0.4. Have you forgot to upload the proper version? :P

[EDIT] It appears you have. The russian installer is listed as 2.0.0. :(

I downladed the russian version, and it appears you've added the new d3d9.dll along with a new goggame.dll and icon.

However, the d3d9.dll tanks the framerate to about 10 FPS whenever shadows are visible. This is on a system with an NVidia GTX 670 and an i7 920 processor, so the slowdown isn't caused by an inadequate system. The fan-fixed d3d9.dll had the same problemon NVidia cards. The shadows are being calculated very slowly, and scrolling is extermely slow whenever the internals of a building are being displayed.

I think that the fan-fixed d3d9.dll worked fine when I had an ATI card though.

Hah, I was wondering why it never showed up in the what's just updated thread. :p

Interesting; I have a nvidia 760, and I don't get any framerate issues with the GOG d3d9 dll. I've not tried the fan fix one, but I suspect that they both do very similar things under the covers anyways.

Do other settings make any difference? Fullscreen/windowed, antialiasing or shadow resolution are worth having a play with.

For additional information, this is on Win7 64-bit. I've played around with config.cfg, and the only setting which so far seems to make a large difference on FPS is setvar gfx_cl = 0.00 . This disables the shadows inside the buildings, which I believe is S2:s take on ambient occlusion.

However, they look really nice, and worked fine on my ATI card. I doubt that my GTX 670 should have a problem with a setting for a game from 2003, unless the game is using some type of feature which isn't supported by the 670.

That's really not funny to release the fix for russian installer only and write this in a forum for everyone. I believed it was a joke and installed it... It's really only for russians.

Not a joke, probably a server glitch. I'll notify our Product team and they'll sort it out on Monday.

The English installer is now at version 2.0 :D

FYI, the issue with the low fps still exists in version 2.0. I've tried updating the NVIDIA drivers with no luck. Have you received any other reports on this issue, or is it something specific to my configuration?
