Personally, I've found plenty of references to the previous Silent Hill games! Even the characters mentioned in the game also appear somewhat in for example Silent Hill 2.

Are we gonna get 2 or 3 down the road? very strange to get just 4 and not the others leading to it. or does it have to do with all the fixes for 2 that is holding it back?

The references to other games (mostly just SH2) are just subtle nods for the most part. SH4 is very detached from the rest of the series and it's not at all necessary to play the previous entries to understand this game. I would say go for it.

You're right that it is not necessary to play the previous games. Playing Silent Hill 4 made me interested even more in looking into connections between characters (even if they were not necessarily present in the previous games and only mentioned for example in a newspaper article). I would love to mention some examples, but I will not do that in case I spoil anything important :D

If you're afraid of playing Silent Hill 4 because it could spoil some major events from the previous games, don't worry, that's not the case. It is still a unique experience. At the beginning, I didn't even notice some of the references and to be honest, you can understand the plot without knowing the stories from the previous games.

While Silent Hill 4 is it's own game, some plot points directly based on some SH2 and SH3 content.

For SH2 there's articles covering some murder cases and name references that SH4 explain in more detail and game's protagonist is related to one of NPC's in SH4. And that's mostly it. No need to play SH2 for references.

In SH3 there's some articles covering a certain location which SH4 expand a little more. It's actually can be missed entirely if you don't pay attention. So, no need to play SH3 for that as well.

Then there's some comments from Henry about lighthouse from SH1 and a toilet gag from SH2 and other general information which plays no real purpose for game's plot. You can find more little nods and details, but in general SH4 is wrapped around it's own theme and really don't require any experience from previous games and didn't inspired any sequel. Well P.T. can be called "Silent Hill 4 part 2: The Corridor".

Actually, the exact same note you're referring to can be found in SH4 as well. The location's name was changed slightly, though.

Now you mentioned it, I can't even remember that thing. It was for quiet long time since I've seriously played SH4.
