I own the game on disk, which obviously does include the scenario. Since GOG has apparently utterly failed to solve this over about a year and a half, I've uploaded a copy of the scenario here. Just drop its contents into [directory]\Conquests\Conquests with the others. And put a copy of the .biq into /conquests/scenarios too if you want it to show up on the big scenarios list as well as under "conquests".

Technically I suppose this might be a slightly grey area legally, but since I don't think it's possible to play the scenario without a copy of Conquests anyway...

Not sure anybody found out yet, scenario Rise of Rome is included in the game, but the file is misplaced.
Go to below directory
C:\Program Files (x86)\GOG Galaxy\Games\Civilization III Complete\Conquests\Scenarios
Look for file "2 MP Rise of Rome.biq", and copy it to below directory
C:\Program Files (x86)\GOG Galaxy\Games\Civilization III Complete\Conquests\Conquests
And then rename the file into 2 Rise of Rome.biq
There you will find Rise of Rome in the main menu under "Conquests!" entry.

Alternatively, you can do nothing and play this scenario, along with the fan made scenario come along with the CD-Rom version.
In the main menu just below "Conquests!", there is a "Civ-Content" entry.
Every scenario released with CD-Rom and patches are included.

This is incorrect. There is supposed to be a separate version for Multiplayer, that's the file you are saying to drop in. It is different than the original single player version.
