The game loads up just fine with the logos and intro movie, I can get to the main menu and select, but beyond that, the menus have no visible text (screens attached). I have verified/repaired, uninstalled and reinstalled, restarted computer and none of that has solved the problem. I'm not receiving any errors from the game. I'm not sure what to do at this point. Any help would be appreciated.

Yes, I tried these techniques as well, both of which did not solve my problem. Deleting/renaming the LSANS.fot file did nothing, and I'm already on English (US). I tried changing to English (UK) and it helped slightly, but text in the game, while readable, still isn't quite working right, especially with rival civilization response selection when they want something. I tried changing back to English (US), but Civ3 went right back to no text. I have no issue with the game changing/corrupting fonts in Windows itself.
