Got a new Win11 desktop & transferred all my files & games over from my Win10 desktop. Now Civ3 won't run. Do I need to download it again (segregating the Save files for later)? If not that, how do I get it to work?

You can't just copy the files of a game from that era and expect it to work. You omitted registry files the game needs to run, so you'll need to reinstall it fully.
