I've looked and looked and looked. On the game, on GoG, and on online. And I absolutely have no clue how to activate the expansions on Civilization 4 Complete???

It's CLEARLY not on since all the leaders have their original perks and none of the changes are present.

Are you using Galaxy? Galaxy by default launches the base game, so you need to access the "More" menu. 

Otherwise, each expansion should have created a specific executable. Look for it in the installation folder. Beyond the Sword gives you the content of both expansions.

Just a heads up in galaxy 2.0 the more menu is not there. another feature 2.0 is missing.
