Couple things to take into consideration. First, the default of the game is to not wait at the end of turns, so you may be skipping through multiple turns without even realizing it. The other thing to keep in mind is that the last number of the unit indicates their base movement, but this is then modified by terrain. For example, it takes extra turns to move through rocky or fungus squares, but it costs less movement to pass through squares with a river, a road, or a magtube. Additionally, the power source a unit has (once you research the required technology) acts as a multiplier for their movement. This is indicated in the unit's stats, though, so if you upgrade a scout with a better generator you'll see something like 1-1-1*3 as their stats, which means they have a base movement of 3 (or if you applied that to a recon rover you'll see 1-1-2*3, giving them a movement of 6).
