I know this works on WinXP and may or may not work with Vista or Win7. If any one sound effect in the game is too loud or soft for your liking, you can use this procedure to adjust it's volume. You'll need to have Windows Media Player or some other application that can play .wav files, and make sure that your speaker volume level is the same as it would be if you were playing the game.
Go to the game and open the fx folder. (default: C:\Program Files\GOGcom\Sid Meiers Alpha Centauri\fx) The files within that have a .wav extension at the end are the game's individual sound files. Double-click on one of them. If you hear a sound effect, you're media player can play them and you're good to go. Now d-click on the file(s) until you find the one whose volume you want to alter. When you've found it, make a copy of it and put it aside somewhere (peace of mind factor). Right-click on the sound file within the game folder and select "record". A box will appear with the name of the file in the title bar at the top. Select "Effects", and in the drop-down menu click on "Decrease Volume" or "Increase Volume (by 25%)". You can hear the results after each click by clicking on the play button at the bottom center and hearing what the results are. (or you can click multiple times on increase or decrease if the increments are going too slow for you) When the volume's at the level where you want it, click "save" under the File drop-down menu (or exit and a dialog box appears asking if you want to save the changes, which is what I usually do) You're done; the next time you play the game, that particular sound effect will play at your new volume level.
