As you're probably aware, you don't need any decking skills on your main PC because there are Decker NPCs you can use. I've completed both Shadowrun and Dragonfall with no Decking skills on my main PC.

However, I think there are a few missions where Decking is required, so you will need to bring a Decker NPC along for those missions at least, the game should warn you that a decker will be required before the mission.
In Returns and Hong Kong, you don't need to have decking skills, but in Dragonfall, are two missions, the Lodge Trial and Glory's personal mission, in that deckers skills are needed to get the paydata.
Dragonfall features one paid run that requires a Decker. It can be skipped, but you'd lose so much money: You'd need to save a lot of money (~10k) ahead of time to proceed with the main campaign. It is the best paid run. Been there, done that. Grave disadvantage, but possible.
Contrary to DalekSec's post the Trial Run does not require decking, it only offers a few extra options if you bring decking (as do most runs really). Glory's run does not need decking either.

Hong Kong has one unskippable run that requires decking, so it can't be finished w/o a Decker. I managed with Decking 3, which made it the hardest run of the main campaign. Decking 5 should do the trick though (as does a decker NPC).

I don't said that you need decking to complete those two runs. What I said, is that without decking, you cannot get the paydata in any of the two runs.
