Not the in-game ones, because I know it does have them. What about the Gog achievements?

I don't think it has Galaxy achievements like its sequel, no.
Granted, I don't use Galaxy but a look at https://www.gog.com/games?feature=achievements&page=12&sort=title shows the sequel and the Redux release of the classic game to have achievements for Galaxy.
