Not sure what Voyeur packs add so I can't confirm if they're included, but I checked and almost everything (except for Child's Play pack) is present.
Are you sure Child's Play content isn't present? I had it on Steam, and the items are still available for me after transferring my save to the GOG version.

Interesting news, since someone from Volition mentioned (at the time the Game of the Century version first became available on Steam) that Valve apparently prevented them from including the pre-order DLC in the release.

Who is lured to preorder if any "special" preorder DLC gets thrown to the masses anyway?
Then again, I can hardly imagine someone getting incited to preorder by these ugly big head masks :P

I remember the Retro Rocket car when scrolling my garage; if its not also part of something else then that DLC is in.

Wrong. TF2 DLC for SR4 contains one new weapon (flamethrower) called "Incinerator" with two skins for it. And one TF2 themed skin for RPG. So... ehm no ugly big masks here :-) Big masks are in TF2 DLC for SR3.

I don't know anything about luring people, but the issue raised at the time is not unlike the one raised in this thread - that is, if the game is the "complete" offering, it should've included everything. As far as the GOG release goes, it seems like it does + then some, making those wanting it "all" rather pleased.

No complains from me; I'm happy with it as it is (changed options not saving bug aside). Just saying I could understand why someone could had issues with pre-order DLCs being included when preordering is over.
The Volition rep didn't mention why Valve was against including it (not that I recall at least, just something similar to "Valve didn't let us put it in this version") which is why it seems really strange that it's even in the GOG release (if the general opinion of Valve is true that they don't like sharing their "exclusive" content with others - though in this case the models for the weapons aren't exact replicas of those from the Source Engine ported over to Havok so it's just completely confusing).
