GOG capped the game for stability issues and is refusing to give us the option to remove it even though those issues don't occur for everybody. So after a bit of research and with the help of a friend I now have found a way to remove the cap from the GOG version completely - no matter if you are running on nvidia, Intel or AMD.

GOG capped the game in two steps:

1) Using nvidia inspector to inject a 30FPS cap. This is only working with nvidia cards.

Because of the inspector "fix" not capping the game when using AMD or Intel cards they also fiddled with the executable file. When asking support they'll only tell you how to remove the inspector cap (I did so I know ;)). This is shown here and needs to be done first if you are using a nvidia GPU:

http://pcgamingwiki.com/wiki/Saints_Row_2#High_frame_rate

(In case you cannot find the directory where the nvidia inspector is stored - if you don't use Galaxy it is stored in the subfolder NI of the game's install directory.)

2) So far so good but the game remains capped because of the modification GOG did to the executable of the game.

Zyankali, a fellow GOG user, did a patcher to remove it completely. It is only possible due to his help to remove the final cap and I am very thankful. Download the patcher here:
https://mega.nz/#!cYd3yRpQ!IWM0gXrOCvqC4kc8U8t5aky4CqRGjRIeRAs6b_MhHqM

Put it into the game directory, start it and click on "Patch it!". It will patch the executable file and also create a backup file in case sth. went wrong. In case you don't trust the file also take a look here:

https://www.virustotal.com/de/file/b71b21f921292725acc567e29380cc156fce001f08baada2c76942c0232bd610/analysis/1492949061/

So you can see that the file is clean even though some few scanners might give a false positive (unfortunately this happens sometimes with programs that are meant to patch files).

Even though there is no virus contained and the patcher is supposed to make a backup of the original executable please be aware that using this patcher happens at own risk. The same thing applies to removing the cap from the game. Sometimes the removal of the cap could lead to unwanted results (out of sync cutscenes ect.) that is the reason why GOG has introduced the cap at all.

Last but not least: if you want to have the optional removal of the cap officially please vote here:

Thank you so much, man, that fix you posted does help. I've submited the ticket to Gog tech team, but they did not even bother replying to me. So much for their professional support. It's always game players who make things right.

EDIT: I forgot to turn off V-Sync inside the game's settings. Now that I've turned it off, the game runs as smooth as Saints Row - The Third and Saints Row IV.
I recommend turing off HDR setting and upper motion blur in order to have better visuals.

There is no virus in that file, NOD32 confirmed it.

Besides this fix, I would recommend these Nvidia Inspector settings:
Frame limiter: off.
Vertical sync: use the 3d application setting.
Vertical sync smooth AFR behavior: on.
Vertical sync tear control: standard.

EDIT: There is no problem with cut-scenes, no crashes, no bugs, no gameplay problems in general.

Big thanks to the OP for posting this solution, and a big shame on GOG support for not answering you. Also a big shame on GOG "community manager" for espousing inaccuracies. Also a big big shame on CDPR for making this shoddy port.

Sniskerbobberton: Oh wow, thanks to all who were involved in making this possible.

I now get over 70fps, 30fps just makes me feel nauseous. Cheers!
You're welcome and I will send your regards to Zyankali as well who really did the main work here :) Glad you can enjoy the game now. Still be aware that removing the cap COULD lead to some nasty side effects regarding bugs in some cutscenes. If these should happen and if they should annoy you too much I'd recommend to try to cap the game again but not as extreme as it was capped before. Just try different values using newest version of nvidia inspector (not the ones GOG has included in the game) then. So far I don't know which tool you could use if you are not nvidia user - I guess riva tuner would be a possibbility? Not sure here.

The Nvidia Inspector fix is not working for me.

JL0017: The Nvidia Inspector fix is not working for me.
Did you understand that you need to do both to fix it?
Could someone do a diff and tell me which changes are needed to hexedit the executable myself?
Thanks a lot, the guide is concise but detailed. It helped me fix the issue in a matter of minutes after searching the web for hours, uninstalling the game and reinstalling thank you so much.
Thanks for the guide!
For the life of me, I can't find this Inspector. There's a folder in SR2's Galaxy installation called NVI but it's empty. In fact I searched C: for ''NVI'' or ''Inspector'' and there's nothing except Nvidia's own stuff. Also, the game seems locked at 24fps for me. Even on the menu screen, so it's not a performance issue. I might be fine with 30 but 24? Why u du dis?

EDIT: NVM, it seems the Inspector thing was not on my installation of the game. The patcher was all that was needed to remove the cap.

Is there really no way to do the uncapping of the exe file without downloading a file that even chrome is blocking?

Chrome blocks a lot of things that it shouldn't be blocking.

First time it's done it for me. Just wondering if there is a manual process.
