I downloaded the Map collection that GOG included with my version of Sacrifice... and I have no idea what to do with it. I was hoping to have actual maps of campaign levels, but it seems that have instead gotten a large collection of text documents, all of which contain lines of code. What are these, and how do I use them?

The map collection should contain SCP files. Extract them into Sacrifice's maps folder (e.g. C:\Program Files\GOG.com\Sacrifice\maps if you used the default install directory.)
They are multiplayer maps, not scenarios or campaigns. You can still play them single player if you want. Just choose "Local Game" from the multiplayer menu after you create/select your character.
Is there any way to play against an AI in these maps? So far it just seems to be largely empty space.

As ZamFear said, you need to put them in the maps folder. ( You see other maps there already )
Then in the game go to Multiplayer -> Local Game
Now you can play against AI of your choice. You can command their side and god.
