Same issue. However I have a black screen for both full screen and windowed mode. In game cutscenes work fine but cinematics just play the audio to a black void. Both RE1 and RE3 don't have this issue, so I'm not sure why this game does.
RE1 movies would play fine, but now with RE2 it is just audio and a blank or black screen.
For me the beginning Capcom logo would not even load.

I never had this problen sice the release of the game but last week suddenly happened. I fixed it with this codec pack i found in microsoft forums. https://www.codecguide.com/download_k-lite_codec_pack_mega.htm

Now I'm having this issue with RE2. The first and third games run fine still though.

Exactly the same for me. Worked fine before whatever changed... I suspect a Windows update has caused this, but that's just a guess.

I think it might just be Windows 11, tried the game on my old Win 10 desktop and everything cutscene related is fine. Played like normal. However my current rig has 11 and I get the black screen with sound again. Hopefully GOG can work a fix for this, I'm not the biggest fan of downloading codecs outside the site to run a game that they offer support/preservation for.

I'm stuck with Win 11, some of my hardware isn't supported on earlier versions. Such is tech life...

I'm the same with DLing codecs, it shouldn't be necessary outside of a game that is meant to work as-is. There's also the distinct possibility of conflicts, with your system, other games, or even other codecs... Pass!
Yes, it seems that a recent Windows 11 24H2 update (I don't yet know which one) removed the Indeo Video codecs from C:\Windows\SysWOW64. See related issue and workaround here:

Then copy ir50_32.dll and ir50_32original.dll from there to C:\Windows\SysWOW64
The videos should then work again, at least if they worked before.

Note that the source folder's name might change in future Windows versions, but it'll probably be the same up until "indeo5-codecs" in the name, or you can just search for ir50_32.dll in the whole WinSxS folder.

Two problems with that suggestion, no criticism intended...

1. Different game.
2. It didn't do anything, the problem remains.

I've tried a few things now, nothing has worked so far. It seems the only solution, is for GOG to release a fix... Hopefully soon.
I am aware that it is a different game, but the problem is the same, at least on my system. I tested the solution with both games, otherwise I would have mentioned that I have no idea if it'll work for this game or not. It works on my system.

If it still doesn't work for you, then maybe you're also missing the IV50 codec from the registry. I'm sure I've installed the patch for this a long time ago on my system and it hasn't been removed by any recent Windows update (unlike the files in SysWOW64). That's why I mentioned that if the videos worked before, they should still work now after you restore the files.

Anyway, you can try re-registering the codec just in case:

As I mentioned in a previous reply, I don't DL patches/fixes for games that are supposed to work as-is. There are risks for not only system conflicts, but also potential malicious intent.

I'm not saying that's the case here, but the possibility does exist.

If this solution has worked for you, great, but I'm more than a little cautious with 'external' solutions, always have been ;-).
Glad to find other people are having the same problem. When I brought the RE bundle a few months ago I checked each of them and played them until the first save to see if they worked no problems. Now I'm in the mood to play them RE2 is having this odd issue with the FMV's.

Thank you I've just tried this and RE2 is playing the FMV's. Only played until you see the licker but they are playing now.
