So is the game supposed to skip from chapter 1 to chapter 11 after you start the game and find the hidden key and use it to go into that locked door in the same hall as the hidden key? After you go into the locked room and watch a FMV where you talk to a ghost it says chapter 11 and you get the first enemy spawn. Is this normal? Are the chapters out of order or somethingg? I'm using the US patch and installed it correctly.

It's correct, the font they used makes it look like 11, but it's just Roman numerals II for 2.

I think that initially confounded me as well, but as SCPM correctly explained they just used the Roman numerals. ;-D

I thought about the Roman numerals thing. I guess I assumed it wasn't roman numerals because I'm used to them having the connecting horizontal lines on top and bottom. Like the 2 in the Doom 2 logo.
