I did some investigation using the
available community mod tools and it seems like this mysterious QGM folder was an attempt to fix typos and odd grammar (and in one instance of flavour text, retcon a locale) but the QGM files in question seem to be broken, causing crashes in more places than just character import. While they
export fine, the game hard crashes whenever it tries to load one of GOG's patched strings. For reference, I ran a compare in Notepad++ to see all the differences.

Cerberus #2 EDIT 2: Loading the improved models for both Devon and Elsa on that site prove that it's the QGM files provided with the GOG install that are the problem; GOG didn't break anything when they No-CD patched the game and made it run better on modern OSes - Devon and Elsa both look pretty good with the new models: about on par with the original PS1 Final Fantasy VIII, in fact. Either the community tools repack them badly and blow up the game like Erasmus when he loses, or someone messed something up.
