are there any rats or mentions of in the game, also does it have a fov slider and how far does it go?

Yes, there are rats.

No FOV slider for now. I believe the developer is looking to add this feature in the future.

Umm. Played through the whole campaign, and I failed to notice a single rat-type enemy. Where are they supposed to be?

No rat enemies. There are rats in the sewer levels as part of the level design.
