I got a similar error with black screen on startup. I usually have my screen set to 59Hz and that was the issue.
Try setting your screen to 60Hz in the Windows settings

Solved with the help from incredible Falran (thank you so much! :D)
I've:
- Repaired game installation in Galaxy
- Installed DirectX Runtime package (June 2010)
- Runned on Compatibility Mode (Disabled full screen optimalization and runned as administrator)
and it works now :)
