For anyone looking for a simpler solution: Right click popTB > Properties > Compatability > Run this program in Windows XP (Service Pack 3) compatability mode. Others might work too, but this removed the laggy mouse for me consistently.

TheEddevilish: I too was having issues with the mouse and vince's solution did actually work for whatever arcane reason. Thanks vince!

Edit: Actually I had a closer look and the reason his solution works is that when copying the folder the executables lose their compatibility settings. I had a look and they are installed with Win95 compatibility checked, and turning off this compatibility completely fixes the mouse lag!
Does anyone know how to use this solution if we installed the game using GOG Galaxy? In that case, both executable files have the compatibility setting locked to Windows 95, with the checkbox greyed out so it cannot be disabled or changed.

I know I can simply use the backup installer package, but I'd like to know how to get around this while still having the Galaxy features available.

There should a button at the bottom of the compatibility tab called 'Change settings for all users'. You can uncheck the Win95 compatibility setting there, which will allow you to change it in the main tab.

vince0018: I believe I've found a solution to the stuttering mouse, which has annoyed me a lot up until this point.
The funny thing is, the solution doesn't seem like it 'should' do anything; but it works for me, so maybe it will for you too.

It's simple:
Locate the GOG folder containing the Populous The Beginning Folder. (Mine is Program Files x86/GOG.com)
Right-click > Copy your Populous 3 folder
Right-click > Paste it in the same GOG.com folder
You will now have a Populous 3 and a Populous 3 - Copy folder.
Go into the Populous 3 - Copy folder, Rightclick GOGSetup.exe and create shortcut to desktop.
Launch game from that.

It seems so stupid, but it's working for me. And any time I try to launch from the old folder the problem is back.
So for whatever reason, it works.

if you bought it on GOG, you should be able to install it through the GOG galaxy. i did so and it is running smoothly.
Otherwise, the game should come with an installer. you might need to run it in compatibility mode though since it is from 1998.
