The VGA version of the game wouldn't launch due to a failure to init sound error and there are no apparent ways to change the sound setup. Why should I do?

You can try to patch the soundblaster driver by using the GOSIERRA tool.
The tool is available from here: http://wiki.scummvm.org/index.php/SCI/Patches
You will have to go to a dos-box command line. It's not really complicated, but it's also not just 1 click.

Or you could also just download ScummVM and play Police Quest 1 using that. (http://www.scummvm.org)
