it seems like my AV webroot was blocking some files being created bcz it is installing now eversince i shut it off.

I can confirm that this works. Webroot wasn't alerting that anything was amiss, but switching it off for the duration of the installation got it to work.

if only I had discovered the fix this morning when I first encountered the problem... haha

Checking back in, this solution worked for me as well. I disabled my anitvirus, redownloaded the material, and the installation worked.

I have Webroot as well, I was able to tell it to allow the active processes that were trying to install the game, once I did so, it installed like a champ!
