I've decided to reinstall Pharaoh after all these years and I've noticed that the sprites of the pedestrians/animals/soldiers are rather choppy when they move. What makes it even more weird is that when I hover the mouse over anything that causes a tool tip to pop up, everything becomes smooth! As long as that tool tip is displayed, it's smooth, and the moment I hove away and the tool tip vanishes, everything becomes laggy again. Am I the only one getting this? Any help?

Laggy sprites

I've decided to reinstall Caesar 3 after all these years (I have it on GoG) and I've noticed that the sprites of the pedestrians/animals/soldiers are rather choppy when they move. What makes it even more weird is that when a toll tip banner pops up on the screen (like "you need more workers, etc.), everything becomes smooth! As long as that tool tip is displayed, it's smooth, and the moment the tool tip vanishes, everything becomes laggy again. Am I the only one getting this? Any help?

Game seems to be running at a lower fps
Hard to explain but when running the game as normal, it seems to run at 30fps i believe however my tracker is running at 60. When a notification pops up aka a scroll at the top, the game seems to run at 60. Anyone else experienced this and is there a fix?

Animations are smooth only when a notification is showing
So, as the subject said.
By default it looks like the game is skipping frames, like, 1/2 of them. But once a notification is on screen, people are walking smooth. Once notification is gone, the smoothness is gone too. Does it have a solution?
Or another option is to hover the cursor over a building with tooltip, like the palace (the tooltip is then showing unemployment rate and other date). While tooltip is showing, animatin is smooth, if not, not.
I've suffered it for more than 20 years!

did you try the usual like compatibility mode and the HD patch found in guides?

Yes, but the thing is it seems to be natural behavior. As far as I remember it worked the same way in the original game 20 years ago, when it was running on the systems it was supposed to run.
