I'm trying to install on Vista (in Virtualbox, if it matters). I've downloaded both files for the manual install, and put them in C:\. I run the .exe, which is about 1MB, and it asks for my language, and then asks where to find the other file. Whether I select the location or put in the whole path with the filename, it says "The file could not be located in the installer's folder. Please make sure that the file is in the correct folder, or specify its current location."

Any idea why it can't find it? The .bin file is there, about 1.6GB like it says on the download page. The installer doesn't say what filename it's looking for, except that it's a .BIN, so I don't know whether it's looking for the wrong name.

Make sure it's named correctly with no extra (1) or the like appended. Same with the EXE. Otherwise the .bin download may be incomplete/corrupt. Which will also give that same error.
