Problem: Kamelands, unable to build settlement after Annex. pathfinder kingmaker only one settlement can be founded in this region.
Solution: you don't have to click on the region itself. Click on the small wood signs in the region. This way to game knows you want to build the settlement / village.
German: Auf die Schilder in der Region klicken, nicht auf die Region selbst um ein Dorf zu bauen.
