I got an event that says Harrim unhappy to see guest. A dwarf comes to tell me of some trouble. I have the option of saying she's a spy. Harrim replies with "serves her right". But does that permanently end his questline?

If that's the Paladin of Torag from the Skjegge clan, then yes, though I don't remember the Paladin being a "her".
