It's either bugged or badly phrased. It says "Live through 100 random attacks in the wild" and I got it after winning my second "random" encounter on the map (random in quotes because according to the patch notes the first random encounter you have on the map is actually scripted and part of the tutorial).

It's on windows/galaxy (obviously).

Bonus question: is this the right place to report bugs? I see we get the patch notes here but do Owlcat developers check this forum?

The same bug is true for 'Opportunist' and 'Troubleshooter'.

No, this isn't the place to report bugs. GOG is a store front, nothing more. You need to report bugs to the developer, Owlcat Games.
