It seems to indicate that your GPU does not support required feaures for the game.
Maybe not proper (or at all) DirectX 11 support/

So first re-check that your GPU (and your system) meets the minimum set requirements.
If it does, then mabe updating to the latest GPU drivers could help.

On the Mac, this message means that your machine doesn't support Metal
On the PC, this msg means there is no DX11 support.

I have the same problem. But I have DirectX 12 on my PC. Is there a way to downgrade to DirectX 11?

Download and run the latest DX runtime from Microsoft, the June 2010 version--it also includes newer versions of some dX10/11 files. https://www.microsoft.com/en-us/download/details.aspx?id=34429 I run this side-by-side with Win10 DX12 which is by itself 95% backwards-compatible with DX11/10/9. If this still doesn't work then like the original post says, it means that your GPU does not support a DX11 feature in hardware that the game requires to be supported in hardware in order to run. You will need to purchase a DX11-supprting GPU, but best if you go ahead and buy a DX12-supporting GPU since it is also backwards compatible with the earlier versions of DX.

Also, be sure and run DXSETUP.EXE to install from this package. Some packages include DXWEBSETUP.EXE, and that won't work because it simply checks to see if you have a newer version of DX installed and if you do the installation stops dead. We don't want that to happen...;)
